Followup Community Meeting re traffic safety on Queen Street Hill |
| Purpose: |
A community meeting was held in October to discuss initiatives to improve safety on the Queen Street Hill. This meeting is being held to update the community on what changes have been implemented. |

Staff reported on the actions taken to date:
· Road patching and rehabilitation of the road edge · Re-painted the centerline and edge lines, which should help define the travel paths for vehicles · Completed ditch work and catch basin to facilitate better drainage on the hill, which should reduce the amount of water on the roadway · Re-routed the water runoff near Amelia · Milled a centerline rumble strip as an approach to address the head on collisions · Additional coat of paint was provided for the lines to ensure durability through the winter · Forestry thinned out the canopy near the bottom and cleaning up the sides of the roadway to help facilitate road drying and to help make the new signs to be installed by traffic more visible · Installation of signs both upbound and downbound on the hill to better direct drivers through the various curves between Auchmar and Amelia. All of the required signing has a special material which will not only be highly reflective at night but will also stand out more than normal signs and demand more attention from drivers during daytime periods of low light · Flashing amber lights added to four of the critical curve warning signs to highlight the need to observe them · Some speed enforcement has taken place
Next Steps · Councillor McHattie to pursue continued speed enforcement · Road reconstruction planned for 2012 · Consultant hired to look at what kinds of road improvements are feasible · Road plan needs to be approved by the NEC (Niagara Escarpment Commission) · An EA (Environmental Assessment) is not required · Community informed about Speed Watch program |

Dundurn is a street on the cusp of redeveloping and forging a new identity. You are invited to a community meeting to learn about what Dundurn Street could look like in the future.
Topics will include:

Community Meeting to provide input to draft Animal Control By-Law |
| Purpose: |
The City of Hamilton is developing one comprehensive by-law to replace pre-amalgamation Animal Control By-laws in the former municipalities and is requesting that the public submit written input and feedback on the proposed, new By-law.
Creating one by-law for Animal Control will help ensure: · Consistency across the City; · Increased health and safety for residents and animals; and · A common understanding of priorities. A public meeting was held on November 17, 2009 to provide an opportunity for the community to provide their input.
We have been receiving calls in the office about issues around cats as well as urban livestock. Councillor McHattie would like to provide another opportunity for Ward 1 to hear about the issues from staff and some community members and then provide their input. This will help guide Brian, when the issue comes back to council.

Paul Buckle gave an overview of the need to harmonize 8 separate animal control by-laws into 1 by-law and referred to a number of issues including, feeding wildlife, number of animals in a household limits, dangerous vs. vicious dogs, refinement of dog license rates, sale of animals which are illegal to buy, livestock prohibition, cats at large, cat licensing, mandatory microchipping of cats etc.
Dr. O’Brien spoke about animal services vs. animal control, responsible pet ownership, removing the household animal limits, the Calgary model, improving the return of lost cats (currently at 3%), education and the adoption of the TNR (Trap, Neuter, Release) Program.
Liz White spoke about Calgary’s comprehensive by-law, suggested that cat licensing is a must (registration does not work), reduces conflict, need to make animal licenses available at multiple locations. She also commented that euthanasia rates of cats in Hamilton shelters is too high. Staff expect to submit an update report to Council in March with a revised by-law to be tentatively presented in the spring.

Chris Herstek, Manager of Facilities and Capital Planning, Recreation Division and a consultant John Alley, Project Manager, MHPM gave an overview of both the draft feasibility report and the public input that was received after the public meeting in June.
There was strong support for keeping the existing location, the need for gyms, multi-use programming rooms, dedicated facilities for youth and for seniors and a "leisure" pool (two pools - a smaller one with lanes, and a second larger one with easier access, a play area etc.). There may also be an opportunity for senior's housing above the centre. The report still needs to be finalized and submitted to council. The current plan is to do the design in 2012 and construction in 2013. |

New Highland Gardens Water Boosting Pumping Station |
| Purpose: |
Community Meeting to Present Potential Alternative Siting Concept
The City of Hamilton’s “Water and Wastewater Master Plan” established that there currently is a high level of risk associated with having no backup water supply in Pressure District H3. A subsequent Class Environmental Assessment (EA) was completed and identified the preferred alternative as being: construction of a new water booster pumping station at the east end of Highland Gardens Park. The new pumping station would provide required support for the water and fire protection supplies, and enable decommissioning of the existing Pressure District Pumping Station (HD003), which is undersized and nearing the end of its useful life.
During the Class EA stage, the City realized that there was a high level of interest from the public and residents in areas adjacent to the preferred alternative. In recognition of this interest, the City has commissioned its Consultants to outline a conceptual site plan arrangement for potential alternative siting of the new water booster pumping station adjacent to the main Highland Gardens Park access stairs at the intersection of Highland and Mountain Avenues. Ward 1 Councillor Brian McHattie and the City’s Public Works Department would like to obtain feedback from the Community on this proposed potential alternative location, by presenting it at this Public Meeting. Interested members of the Community are invited to attend. |

Community Meeting - Strathcona Transportation Management Plan |
| Purpose: |
The City of Hamilton is working on a Transportation Management Plan for the Strathcona Neighbourhood. The goal of this plan is to address existing transportation issues and transportation management options for the area. We will be looking at driving, cycling, walking, parking and transit conditions and how they can be improved.
The goal of the meeting is to establish guiding principles for the Transportation Management Plan. Representatives from the City of Hamilton, Environment Hamilton, and the consulting firm ITRANS will be present to help form an underpinning (ie. pedestrians first) to guide the study.

Open House to review plans for multi-use path across Chedoke Golf Course |
| Purpose: |
The West Hamilton Bicycle Review/Environmental Assessment, completed in October 2006, recommended a multi-use path connecting the west end of Glenside Avenue at Chedoke Avenue to Studholme Road just south of Aberdeen Avenue. See Recommendation #2 on page 24 of the report.
Detailed designs have now been completed and will be available for viewing on December 8 from 7 to 8:30 pm.
The format of the meeting is drop-in. There will be no formal presentation.
Construction is planned for spring 2009.

Councillor McHattie and a committee of Westdale residents invite you to a public meeting to provide input on how to plan the future of Churchill Park.

Comments from a citizen member of the committee: I am one of the Westdale residents involved in this initiative. I am very excited about the possibilities for our park. I was inspired by Dufferin Grove Park in Toronto, and when I learned that the City of Hamilton was intending to do a 'Master Plan' for Churchill in 2008, I approached Brian McHattie about ensuring that our park planning process be citizen-driven, with the city as only one of many stakeholders, rather than a top down approach, and of course he agreed. (We are very fortunate to have a councillor in our ward who believes strongly in empowering citizens, but enough about politics.)
This is where you come in. We need your knowledge and experience of the park to help shape the plan. The April 29 meeting will introduce the unique facilitation process that we are embarking on. Nothing like this has been done in any other park in the city, but I think we are a very engaged, interconnected community here in Westdale, and it's the kind of process that's right for us.
I hope you will come out to what should be a very enlightening evening, and continue to participate in this process along the way. We need you!

Community Meeting re Construction Projects on Mountain Ave/Glenfern/Orchard Hill/Hillcrest |

The City is scheduled to begin replacement Watermain and Road & Sidewalk Reconstruction on Mountain, Glenfern, Hillcrest and Orchard Hill this spring. The majority of the work is expected to be completed in 2008, followed by final asphalt paving in the spring of 2009. Councillor McHattie is holding a public meeting to provide more detailed information about this project: City staff will be present to respond to questions. NOTE: the pumping station project planned for Highland Gardens Park/The Rez is not part of this project. The above work needs to be completed first. The pumping station construction is tentatively scheduled for 2009. Staff responsible for the pumping station project, will also be attending this meeting. |

Big Box Store or Research Park - public meeting |
| Purpose: |
The City of Hamilton recently completed a Secondary Plan Process for the land use and servicing review of the West Hamilton Innovation District. (see map). On February 15, 2007, City Council passed an Official Plan amendment and a Zoning amendment to create a Research Zone.
The Official Plan Amendment has been appealed to the Ontario Municipal Board (OMB) by Trinity Developments who want to build a “big box” automotive commercial development. This commercial use is not one of the permitted uses in the Innovation District Zoning which is geared to a research park environment. Trinity has a conditional offer to purchase some of the lands in the district. See http://www.trinity-group.com/?q=node/391.
A public meeting is planned for January 10, 2008 at 7 pm to provide an update on the OMB appeal. The meeting will be held at St. Joseph Church, 260 Herkimer St. (at Locke St. S.) in the Parish Hall in the basement. City staff will be present to answer questions.
Mr. Zachary Douglas, President of the McMaster Innovation Park will also be present to provide an update. - City staff outlined the planning process which resulted in the research park designation and discussed the Ontario Muncipal Board (OMB) appeal

McMaster Innovation Park Presentation
Report on Ontario Muncipal Board Prehearing, January 15, 2008
Trinity Developments appealed the City’s Official Plan Amendment, which created the West Hamilton Innovation District, to the Ontario Municipal Board. Trinity has made a conditional offer to purchase 37 acres for a "box store automotive commercial development."
A Prehearing was held on January 15, 2008 to give the community an opportunity to request “party” or “participant” status.
The AWWCA, the Kirkendall Neighbourhood Association, the Westdale Village BIA, the Locke Street BIA, the Main West Esplanade BIA, and a few independent individuals were granted participant status. Participants are permitted to submit a prepared statement outlining their views/positions on the matter before the Board. They can be cross-examined by the Parties, but cannot cross examine themselves.
The hearing was originally scheduled for April 14, however Trinity requested a delay because their documentation (traffic studies, environmental reports etc.) will not be completed by this date. According to Trinity’s lawyer, Trinity hasn’t yet determined whether the site is viable for this project. In addition, the City needs to review these studies in order to build its case against the appeal.
