Council passes an Interim Control By-law for the former Camco property and adjacent industrial land

On January 17,2005, McMaster University announced that it was finalizing an agreement to purchase the Camco property in order to build a research park. The City has pledged $5 million to develop a bio-tech incubator at the site as part of its Economic Development Strategy.

City Council has directed staff to undertake a study in respect of the land use planning policies and servicing requirements in the area including the former Camco property and adjacent industrial land. It also voted to approve an Interim Control By-law which would prohibit the use of land, buildings or structures for any uses permitted in the “K” District, for a period of one year.

Due to the very broad range of uses permitted by the “K” District zoning, including most types of retail, commercial and industrial development, there is potential for the introduction of non-compatible land uses and traffic impacts into the study area prior to any future land use recommendations being determined by the study.

“K” District zoning examples include big box retail development, lumberyard, salvage yard, adult entertainment parlour, slaughterhouse, chemical manufacturing, recycling plants and other heavy industry.

Interim control is required to ensure that future development and/or redevelopment in the area does not undermine and is compatible with:

  • the envisioned research park;
  • the potential for expansion and/or spin-off development to the east of the former Camco property that will be explored through the land use study;
  • future transportation and servicing requirements;
  • the significant investment being made by both McMaster University and the City of Hamilton ; and,
  • the goals of Hamilton's Economic Development Strategy and VISION 2020.

The Interim Control By-law will prohibit the introduction of any new use permitted by the “K” District zoning for a period of one year while the study is conducted, except for office uses including laboratory, teaching, training and conference facilities.
